Based on the analysis and skills assessment, a roadmap should be drawn up for closing the gaps which have been identified. In view of the multi-layer aspect of the gaps one individual measure is normally not enough. Ideally therefore a roadmap is developed, divided into six program blocks and one control element in order to fulfill all requirements or to coordinate processes, technology and employees to optimum effect. A detailed project plan containing costs, deliverable results and deadlines is required for each program component. This is the only way to create the basis for targeted program control.
